Use the expected outcomes developed during planning to determine whether interventions were effective.

The expected outcomes are a key measure of the effectiveness of interventions. In order to determine if desired outcomes have been achieved, outcome evaluation compares pre-existing circumstances with the results of the post-intervention. In the case of a poverty reduction program, an outcome evaluation could include counting the people who lived below poverty before and following the implementation. The analysis of these data points will reveal the effectiveness of the intervention.

It is important, when assessing the success of an intervention, to also consider other factors like cost-effectiveness and unintended positive consequences. By using expected outcomes, all aspects of a given intervention can be taken into consideration when evaluating the success of that intervention.
