In my opinion, whether a parent’s decision to decline vaccination for their child constitutes a lack of social responsibility depends on the circumstances surrounding their decision. For example, if parents are well-informed about potential risks & benefits then making an informed choice is perfectly reasonable as it allows them to make decisions based off individual needs or beliefs rather than simply following what others might be doing.
If they choose not to vaccinate due to misinformation, or out of fear which could have easily been avoided by doing research from reliable sources this may be viewed as being irresponsible. There is ample evidence that vaccinations are needed in order for outbreaks to prevent. The examples above show that each situation is different depending on its context and also recognizes the opinions of others to help make better decisions.
