Organization of the EMS:
XYZ EMS has been selected to be the EMS organisation I will conduct a SWOT assessment on. This is a large ambulance service in a metropolitan area that provides services for over a half million residents. XYZ EMS has over 500 EMTs, paramedics working for them and they respond to well over 100,000 emergency calls each year.
SWOT Analysis
Strengths:
- Staff with experience and training
- Relationships with hospitals and other healthcare providers
- Equipment and vehicles that are technologically advanced
- Robust communications systems and dispatch protocols
Weaknesses:
- Low retention rates of EMS workers
- Career advancement opportunities are limited
- Staffing levels are inadequate during periods of high call volumes
- Consistent failure to adhere to standard operating procedure
Opportunities:
- Expanding into services other than emergency medical transport
- Community paramedical programs
- Collaboration with local law enforcement and fire departments
- Public-private partnership diversification as a means of generating new revenue
Threats:
- Private ambulance services are increasing their competition.
- Changes in legislation and regulations that affect EMS reimbursement and funding
- The changing healthcare landscape, payer models
- Threats to public health, including pandemics and bioterrorism.
The Top Priorities
SWOT analyses should inform the strategic priorities of planning.
- Improve retention by addressing high turnover and lack of career progression opportunities.
- To diversify income streams and increase services for underserved communities, develop community paramedicine services and non-emergency transportation services.
Recommendations:
XYZ EMS could implement a career-development and leadership program to combat high turnover rates, and improve the employee’s compensation and benefit packages. The organization must also focus on improving communication and collaboration among EMS leaders and the front-line employees to increase engagement and job happiness and improve adherence of standard operating procedures.
XYZ EMS must explore public-private partnership opportunities to expand its services and revenues. For example, partnering with insurance companies or healthcare providers for value-added service. It should develop a paramedicine community program that provides proactive, preventative health care for underserved communities and helps reduce hospitalizations. XYZ EMS could also expand into the non-emergency transport market to increase revenue.
