The development of nursing standards in a particular state can be a very important issue, since it has repercussions on the care of patients and their outcomes. This process follows the basic steps laid out by the National Council of State Boards of Nursing. It includes the following: identifying priorities; forming committees; developing draft standards; conducting public comments and review periods and finally approving standards. This process is based on several theories and concepts.

This topic can be viewed through the lens of Evidence-Based Practice (EBP). EBP is based on the idea that research findings are essential to providing optimal patient care. EBP emphasizes that when developing standards of nursing for a particular state, it is important to make decisions based on the most recent research. It ensures the changes are based on scientific data and not personal opinion or bias within established teams or stakeholder groups.

This issue can also be addressed by the concept of professional autonomy. The concept of professional autonomy allows nurses to take decisions about their practice, without outside interference. This means that nurses must be involved in all stages related to the development process in order for them  to maintain control over how they will carry out their duties when caring for patients . The participation  of nurses during all phases including public comment periods allows them an opportunity to express their ideas and concerns about proposed policies before being approved into law thus ensuring their autonomy remains intact.
